Elevator smoke testing in Portland needs both trades: your fire alarm contractor can’t test elevator recall alone. The elevator is a fire-life-safety component, and when the detectors that command it are tested, a licensed elevator mechanic has to verify the car responds correctly — and put it back in service afterward.

What elevator recall actually does

Smoke detectors in elevator lobbies, machine rooms and hoistways aren’t there to protect the elevator. They’re there to make sure the elevator doesn’t deliver people into a fire.

Phase I — Emergency Recall

When a detector at any served landing activates, the elevator stops answering calls, returns non-stop to the designated level, opens its doors and parks. If the detector at the designated level is the one that activated, the car recalls to the alternate level instead. A visual signal in the car tells occupants what’s happening.

Phase II — In-Car Firefighters’ Operation

Once recalled, the fire service can take manual control with a key switch and operate the car under strict rules — doors that open only under constant pressure, no automatic operation, and the ability to abort a trip. This is how firefighters move equipment and people in a high-rise.

Shunt trip and sprinkler interface

Where sprinklers are present in the machine room or hoistway, power to the elevator may be shunt-tripped before water discharge. That interface has to be proven too — and proven without stranding anyone.

If any of this is misconfigured — a detector wired to the wrong input, an alternate level that never responds, a shunt trip that drops power at the wrong moment — you won’t find out during a fire. You find out during the test. That’s the entire point of testing.

This is where buildings lose money. The fire alarm contractor owns the detectors. The elevator contractor owns the elevator. Neither can complete the test alone, and if they aren’t scheduled together you pay for one to sit and watch the other.

Washington’s additional firefighters’ service requirements

Buildings in Vancouver and Clark County carry obligations Oregon buildings don’t. Washington publishes its requirements for building owners through the Department of Labor & Industries, while Oregon’s sit with the Building Codes Division.

Under Chapter 296-96 WAC, Washington requires quarterly verification of the firefighters’ emergency operation key switch test, along with annual verification of fire alarm initiating device and shunt trip initiating device testing. The periodic and quarterly firefighters’ test record is posted in the machine room. Oregon has no equivalent quarterly requirement.
